Yeah, like other Japanese RPG maker games you had/have to install the RPG Maker 2000 RTP (with Japanese AppLocale, IIRC), then install and run the game itself in Japanese AppLocale to get it to work. There are installation guides on the various fangame wikis, but it still was and is a hassle and prone to problems. EasyRPG Player simplifies the process a lot, though. Apparently you don't need the RTP or Japanese AppLocale in order to run Yume2kki, at least. I used it to fix an issue with another RPG Maker game so I can attest to its utility.

But yeah, apparently Yume2kki is still in development and it's made by a team of people rather than a single person, such as kikiyama (Yume Nikki) or lol (.flow). I haven't played Yume2kki myself yet because I'd rather play through it when it's properly finished, but I'm also less interested in it because it seems like it'd be more of a "collage" made by a collective rather than a unified, cohesive whole made by a single artist with a specific vision.
